PPWR (Packaging and Packaging Waste Regulation) Regulation

Since August 12, 2026, the PPWR (Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40) has been directly applicable in all EU member states. For companies that package, ship, or resell goods, a new, uniform legal framework has thus become effective, largely replacing the previous national Packaging Directive 94/62/EC. Those who supply in the B2B or B2C sector or procure goods from suppliers should now know which obligations are already in force and which will follow in the coming years.

What precisely applies since August 12, 2026?

Uniform roles and obligations for economic operators have now been defined. The PPWR distinguishes between manufacturer, supplier, producer, importer, distributor, and fulfillment service provider – each with its own obligations along the supply chain. Anyone who fills sales or grouped packaging is considered its producer and must ensure and be able to demonstrate conformity with the basic requirements of the regulation. Suppliers of packaging materials are obliged to provide their customers with the necessary documents – such as technical documentation – so that the latter can fulfill their own obligations.
